Zudan Arif Fakrulloh (born August 24, 1969) is an Indonesian bureaucrat who has served as the Head of the State Civil Service Agency (BKN) since January 7, 2025. Previously, he served as Acting Governor of South Sulawesi since May 17, 2024 and concurrently Secretary of the National Border Management Agency since March 15, 2023. Prior to that, he also served as Director General of Population and Civil Registration, Ministry of Home Affairs from July 1, 2015 to March 15, 2023 and Acting Governor of Gorontalo from October 28, 2016 to May 12, 2017.
Zudan completed his BA, MA, and PhD from scholarships. While still studying at the Faculty of Law, UNS, he had received a scholarship from the Adji Darma Bhakti Foundation. At least, the scholarship he received at that time could ease the burden on his parents. The same achievement continued until his Master’s degree at Diponegoro University (1993-1995) received a scholarship from the Wijaya Kusuma Surabaya Foundation and the Doctoral Program in Law at Diponegoro University (1996-2001) also received a scholarship for the World Bank Urge Program.
Prof. Dr. Zudan Arif Fakrulloh S.H, M.H. is an expert in the field of State Administrative Law and Legal Sociology. Thanks to his expertise in this field, he was awarded as the Youngest Professor in the Indonesian Legal Science intellectual community at the age of 35. Currently he continues to teach at various campuses in Indonesia. Zudan Arif Fakrulloh is listed as a lecturer, supervisor and examiner at the UI, IPDN, UNS, Borobudur University, Pelita Harapan University, Jayabaya University campuses.
Throughout his career at the Ministry of Home Affairs, Zudan has given much color to the legislative process in Indonesia by becoming a member of the Draft Law drafting team. At least, there are 18 laws and various regulations that he has helped to create. Among them are the Regional Government Law, Village Law, Presidential Election Law and Legislative Election Law.
